扎實(shi)穩(wen)住經濟(ji)增長若干政策措施
為貫徹落實(shi)國(guo)省(sheng)穩(wen)增長部署,努力(li)做好全市(shi)穩(wen)增長穩(wen)市(shi)場主體(ti)保就業(ye)工作,全力(li)以赴(fu)穩(wen)住經濟基(ji)本盤,確保全市(shi)經濟保持合理增速(su),根據國(guo)省(sheng)扎(zha)實(shi)穩(wen)住經濟的(de)一攬子政(zheng)策措施(shi)等文(wen)件精神,在(zai)全面落實(shi)我(wo)市(shi)“1+6”穩(wen)增長措施(shi)的(de)基(ji)礎(chu)上,制定如下政(zheng)策措施(shi)。
一(yi)、加快財(cai)稅政策落地
(一)全面落實(shi)增(zeng)值稅留抵退稅政策(ce)。按國省部(bu)署將批發和(he)(he)零售業(ye)(ye),農(nong)、林、牧、漁業(ye)(ye),住宿和(he)(he)餐飲業(ye)(ye),居民服務(wu)、修理和(he)(he)其他服務(wu)業(ye)(ye),教育(yu)(yu),衛生和(he)(he)社會工作,文(wen)化、體育(yu)(yu)和(he)(he)娛樂業(ye)(ye)等7個行業(ye)(ye)企業(ye)(ye)納入按月全額(e)退(tui)還(huan)(huan)增量留(liu)(liu)抵稅(shui)(shui)額(e)、一(yi)次性全額(e)退(tui)還(huan)(huan)存量留(liu)(liu)抵稅(shui)(shui)額(e)政策范(fan)圍。進一(yi)步(bu)抓緊(jin)辦理小微(wei)企業(ye)(ye)、個體工商戶留(liu)(liu)抵退(tui)稅(shui)(shui),加大幫扶力(li)度,在納稅(shui)(shui)人自愿申請(qing)的(de)基(ji)礎上,確保集(ji)中退(tui)還(huan)(huan)存量留(liu)(liu)抵稅(shui)(shui)額(e)6月底前基(ji)本完成。繼續加強退(tui)稅(shui)(shui)風險(xian)防(fang)范(fan),嚴(yan)厲打擊騙稅(shui)(shui)行為。(市財政局(ju)、市稅(shui)(shui)務(wu)局(ju)會同(tong)有關部(bu)門負責)
(二)加快財(cai)政支出(chu)執行(xing)進(jin)度。盡快下達上級轉(zhuan)移支付(fu),及(ji)時(shi)做(zuo)好資(zi)(zi)金(jin)(jin)撥付(fu)工作(zuo),加快預算執(zhi)行進度(du),強(qiang)化直(zhi)達資(zi)(zi)金(jin)(jin)支出監管,確保(bao)財政資(zi)(zi)金(jin)(jin)盡快落實到位。加大盤(pan)活存量資(zi)(zi)金(jin)(jin)力度(du),實施財政資(zi)(zi)金(jin)(jin)“三(san)項(xiang)清理”和績效監控,提升(sheng)資(zi)(zi)金(jin)(jin)周轉(zhuan)使(shi)用效率。加快項(xiang)目執(zhi)行進度(du)。結合(he)民生(sheng)支出、留抵退稅和重點項(xiang)目建設需要等(deng)統(tong)籌做(zuo)好資(zi)(zi)金(jin)(jin)調度(du),加強(qiang)庫款調度(du)和保(bao)障,確保(bao)相關工作(zuo)順(shun)利推進。(市財政局(ju)會同有關部門負責)
(三(san))加快專(zhuan)項債券發行使用。2022年發行(xing)(xing)的專(zhuan)項債(zhai)券(quan)資金力爭8月(yue)底前基本使用完畢。建立債(zhai)券(quan)組(zu)合(he)融(rong)資落實機制(zhi),實行(xing)(xing)年度(du)專(zhuan)項債(zhai)券(quan)組(zu)合(he)融(rong)資項目清單(dan)管理(li),引導商(shang)業(ye)銀(yin)行(xing)(xing)對符合(he)條(tiao)件的項目提供配(pei)套融(rong)資支持。統(tong)籌調度(du)資金使用,加快項目建設(she)進度(du)。抓緊儲(chu)備(bei)一批符合(he)支持領域的專(zhuan)項債(zhai)券(quan)項目,特(te)別是債(zhai)券(quan)組(zu)合(he)融(rong)資項目,加快項目前期(qi)準備(bei),積極對接爭取獲(huo)得更(geng)多支持。(市財政局(ju)牽頭(tou),市發展改革委、人行(xing)(xing)巴(ba)(ba)中(zhong)市中(zhong)心支行(xing)(xing)、巴(ba)(ba)中(zhong)銀(yin)保監分(fen)(fen)局(ju)按(an)職責分(fen)(fen)工負責)
(四)加強政府性融資擔保(bao)支持。鼓勵政(zheng)(zheng)(zheng)(zheng)府性(xing)融(rong)(rong)(rong)資擔(dan)(dan)(dan)(dan)(dan)保(bao)(bao)(bao)(bao)(bao)(bao)機(ji)(ji)(ji)(ji)構(gou)(gou)與省再(zai)擔(dan)(dan)(dan)(dan)(dan)保(bao)(bao)(bao)(bao)(bao)(bao)公(gong)司(si)開(kai)展“總對(dui)總”業(ye)(ye)務(wu)(wu)合(he)(he)作,爭取國家融(rong)(rong)(rong)資擔(dan)(dan)(dan)(dan)(dan)保(bao)(bao)(bao)(bao)(bao)(bao)基金(jin)支持,提(ti)升地(di)方政(zheng)(zheng)(zheng)(zheng)府性(xing)融(rong)(rong)(rong)資擔(dan)(dan)(dan)(dan)(dan)保(bao)(bao)(bao)(bao)(bao)(bao)機(ji)(ji)(ji)(ji)構(gou)(gou)擔(dan)(dan)(dan)(dan)(dan)保(bao)(bao)(bao)(bao)(bao)(bao)能力。對(dui)符合(he)(he)條件(jian)的交(jiao)通、餐飲、住宿(su)等(deng)生(sheng)產生(sheng)活服務(wu)(wu)行業(ye)(ye)中(zhong)的中(zhong)小(xiao)微企業(ye)(ye)、個體工(gong)商戶提(ti)供融(rong)(rong)(rong)資擔(dan)(dan)(dan)(dan)(dan)保(bao)(bao)(bao)(bao)(bao)(bao)支持。建立政(zheng)(zheng)(zheng)(zheng)府、銀行、擔(dan)(dan)(dan)(dan)(dan)保(bao)(bao)(bao)(bao)(bao)(bao)公(gong)司(si)之(zhi)間合(he)(he)理的分(fen)(fen)險機(ji)(ji)(ji)(ji)制(zhi),擔(dan)(dan)(dan)(dan)(dan)保(bao)(bao)(bao)(bao)(bao)(bao)機(ji)(ji)(ji)(ji)構(gou)(gou)要(yao)及時(shi)履行代(dai)償(chang)義務(wu)(wu),金(jin)融(rong)(rong)(rong)機(ji)(ji)(ji)(ji)構(gou)(gou)不盲目抽貸、壓貸、斷貸。落實中(zhong)小(xiao)微企業(ye)(ye)融(rong)(rong)(rong)資擔(dan)(dan)(dan)(dan)(dan)保(bao)(bao)(bao)(bao)(bao)(bao)業(ye)(ye)務(wu)(wu)降費(fei)獎(jiang)補政(zheng)(zheng)(zheng)(zheng)策,所(suo)有融(rong)(rong)(rong)資擔(dan)(dan)(dan)(dan)(dan)保(bao)(bao)(bao)(bao)(bao)(bao)業(ye)(ye)務(wu)(wu)擔(dan)(dan)(dan)(dan)(dan)保(bao)(bao)(bao)(bao)(bao)(bao)費(fei)率不超過1.5%,其中(zhong)單戶擔(dan)(dan)(dan)(dan)(dan)保(bao)(bao)(bao)(bao)(bao)(bao)金(jin)額500萬元(yuan)及以下,以及涉農和生(sheng)活服務(wu)(wu)類主(zhu)體擔(dan)(dan)(dan)(dan)(dan)保(bao)(bao)(bao)(bao)(bao)(bao)費(fei)率不超過1%,政(zheng)(zheng)(zheng)(zheng)府性(xing)融(rong)(rong)(rong)資擔(dan)(dan)(dan)(dan)(dan)保(bao)(bao)(bao)(bao)(bao)(bao)機(ji)(ji)(ji)(ji)構(gou)(gou)對(dui)符合(he)(he)創業(ye)(ye)再(zai)就業(ye)(ye)融(rong)(rong)(rong)資擔(dan)(dan)(dan)(dan)(dan)保(bao)(bao)(bao)(bao)(bao)(bao)業(ye)(ye)務(wu)(wu)的主(zhu)體免收擔(dan)(dan)(dan)(dan)(dan)保(bao)(bao)(bao)(bao)(bao)(bao)費(fei)。市(shi)、縣(區)財政(zheng)(zheng)(zheng)(zheng)要(yao)安排紓困資金(jin)對(dui)政(zheng)(zheng)(zheng)(zheng)府性(xing)融(rong)(rong)(rong)資擔(dan)(dan)(dan)(dan)(dan)保(bao)(bao)(bao)(bao)(bao)(bao)公(gong)司(si)降費(fei)及代(dai)償(chang)損失(shi)給予獎(jiang)補。(市(shi)財政(zheng)(zheng)(zheng)(zheng)局牽頭,市(shi)經濟和信息化局、市(shi)金(jin)融(rong)(rong)(rong)工(gong)作局、巴中(zhong)銀保(bao)(bao)(bao)(bao)(bao)(bao)監分(fen)(fen)局按職責(ze)分(fen)(fen)工(gong)負責(ze))
(五)加(jia)大(da)政府采購支持中小企(qi)業力度。將政府采購(gou)面(mian)(mian)向小(xiao)微(wei)企(qi)(qi)業(ye)(ye)(ye)的(de)價(jia)格扣(kou)除比例由6%—10%提(ti)高至10%—20%。政府采購(gou)工程要(yao)落實促(cu)進中小(xiao)企(qi)(qi)業(ye)(ye)(ye)發展的(de)政策(ce),根據項目特點(dian)、專(zhuan)業(ye)(ye)(ye)類型和專(zhuan)業(ye)(ye)(ye)領域合(he)理(li)劃分采購(gou)包(bao),支(zhi)持(chi)具(ju)備資質的(de)中小(xiao)企(qi)(qi)業(ye)(ye)(ye)組(zu)成聯合(he)體(ti)參(can)(can)與(yu)競爭(zheng),鼓(gu)勵(li)支(zhi)持(chi)總承包(bao)人依法將非(fei)(fei)主體(ti)非(fei)(fei)關(guan)鍵建設內容向中小(xiao)企(qi)(qi)業(ye)(ye)(ye)進行(xing)分包(bao),降低(di)中小(xiao)企(qi)(qi)業(ye)(ye)(ye)參(can)(can)與(yu)門檻,按照統一質量(liang)標準(zhun),將預留(liu)(liu)面(mian)(mian)向中小(xiao)企(qi)(qi)業(ye)(ye)(ye)采購(gou)的(de)份(fen)額今年階(jie)段性(xing)由30%以上提(ti)高至40%以上,非(fei)(fei)預留(liu)(liu)項目給予小(xiao)微(wei)企(qi)(qi)業(ye)(ye)(ye)評審(shen)優惠(hui),增(zeng)加中小(xiao)企(qi)(qi)業(ye)(ye)(ye)合(he)同規(gui)模。(市財政局牽(qian)頭,市發展改革委等(deng)部(bu)門按職(zhi)責分工負責)
二、加大金融(rong)支持力度
(六)有效降低企(qi)業融資成本(ben)。進一步(bu)發揮好(hao)市場利(li)(li)率(lv)自律機制作(zuo)用,引導全(quan)市金融(rong)機構貸(dai)款利(li)(li)率(lv)穩中(zhong)(zhong)有降,力爭新發放的(de)(de)普惠(hui)型小微企(qi)業(ye)(ye)貸(dai)款利(li)(li)率(lv)低(di)于上年(nian)水平,推動(dong)金融(rong)進一步(bu)向實(shi)體(ti)經濟合理讓利(li)(li)。支持符合條件的(de)(de)企(qi)業(ye)(ye)發行(xing)公(gong)司債券(quan)。推動(dong)全(quan)市金融(rong)機構進一步(bu)優化信貸(dai)審批流程,清理不(bu)必要的(de)(de)通道(dao)和環節,落實(shi)好(hao)服務價格相關政策規定,進一步(bu)規范融(rong)資(zi)收(shou)費(fei)。鼓勵小額貸(dai)款公(gong)司、典當行(xing)等地方金融(rong)組織(zhi)對(dui)小微企(qi)業(ye)(ye)降低(di)融(rong)資(zi)綜(zong)合費(fei)率(lv)、緩(huan)收(shou)或減免利(li)(li)息。(市金融(rong)工作(zuo)局牽(qian)頭,人行(xing)巴(ba)中(zhong)(zhong)市中(zhong)(zhong)心(xin)支行(xing)、巴(ba)中(zhong)(zhong)銀保監分局按職責分工負責)
(七)加(jia)強重大項目融資支持(chi)。鼓(gu)勵金(jin)融(rong)機構(gou)支(zhi)持(chi)(chi)市(shi)(shi)(shi)、縣(區)重大項(xiang)目融(rong)資(zi)(zi),進(jin)一步(bu)落實重點(dian)(dian)項(xiang)目融(rong)資(zi)(zi)服(fu)務(wu)信息雙向(xiang)通報機制(zhi),定(ding)期開(kai)展市(shi)(shi)(shi)級(ji)“金(jin)融(rong)顧問”專(zhuan)家團隊進(jin)縣(區)、進(jin)園區、進(jin)企(qi)(qi)(qi)業(ye)活動(dong),提升送金(jin)融(rong)政策、產品和服(fu)務(wu)質效(xiao)。積極爭取農發行(xing)(xing)(xing)、國開(kai)行(xing)(xing)(xing)更多傾斜性(xing)金(jin)融(rong)政策,投放(fang)更多中(zhong)長期貸款,加(jia)大對全(quan)市(shi)(shi)(shi)基礎(chu)設施、產業(ye)發展和重點(dian)(dian)企(qi)(qi)(qi)業(ye)的信貸支(zhi)持(chi)(chi)力度。推動(dong)重點(dian)(dian)企(qi)(qi)(qi)業(ye)到(dao)天(tian)府股(gu)交(jiao)中(zhong)心(xin)、“新三板(ban)”掛(gua)牌融(rong)資(zi)(zi),為企(qi)(qi)(qi)業(ye)在境(jing)內創業(ye)板(ban)上市(shi)(shi)(shi)奠定(ding)基礎(chu)。推動(dong)實施債券(quan)優先戰略,支(zhi)持(chi)(chi)符合條件的企(qi)(qi)(qi)業(ye)發行(xing)(xing)(xing)綠色、鄉村振興等(deng)創新型(xing)債務(wu)融(rong)資(zi)(zi)工具,逐步(bu)拓寬融(rong)資(zi)(zi)渠道。鼓(gu)勵保(bao)(bao)險(xian)機構(gou)針對基礎(chu)設施和重大項(xiang)目具體情況,加(jia)強保(bao)(bao)險(xian)保(bao)(bao)障(zhang)支(zhi)持(chi)(chi)。(市(shi)(shi)(shi)金(jin)融(rong)工作局(ju)(ju)、市(shi)(shi)(shi)發展改(gai)革委牽頭,市(shi)(shi)(shi)生態環境(jing)局(ju)(ju)、市(shi)(shi)(shi)交(jiao)通運輸局(ju)(ju)、市(shi)(shi)(shi)水利局(ju)(ju)、人行(xing)(xing)(xing)巴(ba)中(zhong)市(shi)(shi)(shi)中(zhong)心(xin)支(zhi)行(xing)(xing)(xing)、巴(ba)中(zhong)銀保(bao)(bao)監分(fen)局(ju)(ju)按職責分(fen)工負責)
(八)加大普惠小微貸款支持(chi)。持(chi)續深(shen)化敢(gan)貸(dai)(dai)(dai)愿貸(dai)(dai)(dai)能貸(dai)(dai)(dai)會貸(dai)(dai)(dai)長效(xiao)機制建設,推動中小(xiao)微企(qi)業(ye)(ye)(ye)(ye)貸(dai)(dai)(dai)款(kuan)增量、擴面、降價,用好用活再(zai)貸(dai)(dai)(dai)款(kuan)、再(zai)貼現等貨幣政(zheng)策(ce)工具,引導(dao)金融(rong)(rong)機構加大(da)對(dui)困(kun)難行(xing)業(ye)(ye)(ye)(ye)特別是中小(xiao)微企(qi)業(ye)(ye)(ye)(ye)、個體(ti)工商戶(hu)傾斜力(li)度,提(ti)供(gong)低成(cheng)本資金支持(chi)。加強(qiang)小(xiao)微企(qi)業(ye)(ye)(ye)(ye)納(na)稅、用電、交易流水等信(xin)用信(xin)息挖掘運(yun)用,著重提(ti)高信(xin)用貸(dai)(dai)(dai)款(kuan)發(fa)(fa)放力(li)度。落實對(dui)地方(fang)法人銀(yin)行(xing)使用支小(xiao)再(zai)貸(dai)(dai)(dai)款(kuan)發(fa)(fa)放的低利率(lv)貸(dai)(dai)(dai)款(kuan)政(zheng)策(ce)。充(chong)分(fen)發(fa)(fa)揮“天府信(xin)用通(tong)”平臺融(rong)(rong)資對(dui)接功能,組織企(qi)業(ye)(ye)(ye)(ye)通(tong)過平臺發(fa)(fa)布融(rong)(rong)資信(xin)息,積(ji)極(ji)打造(zao)線(xian)上線(xian)下(xia)相結合的銀(yin)企(qi)對(dui)接模式,大(da)力(li)推廣主動授信(xin)、隨借(jie)隨還信(xin)貸(dai)(dai)(dai)模式,拓(tuo)寬企(qi)業(ye)(ye)(ye)(ye)融(rong)(rong)資渠道。積(ji)極(ji)引導(dao)金融(rong)(rong)機構根據企(qi)業(ye)(ye)(ye)(ye)融(rong)(rong)資需求特點,開展金融(rong)(rong)產品和(he)服(fu)務(wu)(wu)模式創新,提(ti)升小(xiao)微企(qi)業(ye)(ye)(ye)(ye)金融(rong)(rong)服(fu)務(wu)(wu)質效(xiao)。(人行(xing)巴中市中心支行(xing)牽頭,市經濟和(he)信(xin)息化局(ju)(ju)、市財(cai)政(zheng)局(ju)(ju)、市商務(wu)(wu)局(ju)(ju)、市文(wen)化廣電旅游局(ju)(ju)、市金融(rong)(rong)工作(zuo)局(ju)(ju)、市稅務(wu)(wu)局(ju)(ju)、巴中銀(yin)保監分(fen)局(ju)(ju)按職責(ze)分(fen)工負責(ze))
(九)落實延期還(huan)本付息政策。支持(chi)銀行(xing)(xing)機(ji)構按(an)照市場(chang)化原(yuan)則與受困中小微企業、個體工(gong)商戶和貨車(che)司(si)機(ji)等(deng)自主協商,對(dui)暫時償還(huan)(huan)貸(dai)(dai)款(kuan)(kuan)(kuan)困難的(de),合理給予貸(dai)(dai)款(kuan)(kuan)(kuan)續貸(dai)(dai)、展期(qi),落(luo)實好延(yan)期(qi)還(huan)(huan)本(ben)付息政(zheng)策,努(nu)力做到(dao)應延(yan)盡延(yan),本(ben)輪延(yan)期(qi)還(huan)(huan)本(ben)付息日(ri)期(qi)原(yuan)則上不超過2022年底。對(dui)因(yin)感染新冠肺(fei)炎(yan)住(zhu)院(yuan)治(zhi)療或隔離、受疫情影響隔離觀察或失去收入來源(yuan)的(de)人(ren)群,金融(rong)機(ji)構對(dui)其(qi)存續的(de)個人(ren)住(zhu)房、消費(fei)等(deng)貸(dai)(dai)款(kuan)(kuan)(kuan),靈活采(cai)取(qu)合理延(yan)后(hou)還(huan)(huan)款(kuan)(kuan)(kuan)時間、延(yan)長貸(dai)(dai)款(kuan)(kuan)(kuan)期(qi)限、延(yan)期(qi)還(huan)(huan)本(ben)等(deng)方(fang)式調整還(huan)(huan)款(kuan)(kuan)(kuan)計(ji)劃。對(dui)延(yan)期(qi)還(huan)(huan)款(kuan)(kuan)(kuan)堅持(chi)實質性風險(xian)(xian)判斷,不單(dan)獨因(yin)疫情因(yin)素下調貸(dai)(dai)款(kuan)(kuan)(kuan)風險(xian)(xian)分(fen)類,不影響征信記錄,并免收罰息。(人(ren)行(xing)(xing)巴中市中心(xin)支行(xing)(xing)牽頭,市金融(rong)工(gong)作局、巴中銀保監分(fen)局按(an)職責分(fen)工(gong)負責)
三、著力穩投資促(cu)消費
